| A document presented to the FCC by Rogue Communication in August 1999 as part of the Comments period on the Notice of Proposed Rulemaking (NPRM) on Low Power Radio. The JSMR was signed by a diverse group of organizations and individuals. The JSMR represents the negotiated common ground for major elements of the Micro Broadcasting Movement.
